Turns out that Hank Driskill figured it out.  Do this.

A combination of ALL of those seems to have kicked it back into working mode.

I removed my account settings from the store… turned off wireless… reset the phone… re-entered my account settings… then tried downloading one of the smaller ones and it worked! Turned wireless back on, hit update for the rest, and they all downloaded…

I had done all of the sub-permutations before (reset + 3G, reset + account settings, account settings + 3G), but somehow all of them together shook it out of whatever bad state it was in.
