What a dramatic change this would make. I wouldn’t do this myself.
I was quite surprised at how difficult it was to get a solution for this. Most links on the web describe how to turn the transparency off (which there is a checkbox for now in SL, System Prefs -> Desktop & Screen Saver -> Desktop -> Checkbox called ‘Translucentmenu bar‘).
