Windows Live Sync is frustratingly bad. It could be awesome.  Sort of gives you a bit more sympathy for Apple in trying to make MobileMe work.  Of course a paying service you expect to work.  Bottom line, Microsoft hasn’t gotten it worked out enough to be useable or reliable.
