Fix for Dragging and dropping problem from Safari

This thread at the apple forums Dragging images from Safari to Photoshop Icon on Dock has a solution.  If you are no longer able to drag and drop a photo from Safari  onto an icon like Photoshop in your dock, simply hold it there for 2 seconds and then let the mouse button go to release.  That fix has worked for one poster.
